In a large mixing bowl, combine the all-purpose flour, baking powder, and salt. Stir together until well-mixed.
Add the coconut milk and coconut oil to the dry ingredients and mix until a smooth dough forms. If the dough is too sticky, add a little more flour; if it's too dry, add a splash more coconut milk.
