Remove the leaves and core from the cauliflower, then cut it into small florets.
Peel and mince the garlic cloves.
In a large pot, bring about 2 inches of water to a boil and add a pinch of salt.
Place a steamer basket in the pot and add the cauliflower florets.
Cover the pot and steam the cauliflower for about 10-12 minutes, or until it is tender and easily pierced with a fork.
While the cauliflower steams, melt the butter in a small saucepan over medium heat. Add the minced garlic and sauté for 1-2 minutes until fragrant, but not browned.
When the cauliflower is ready, remove the pot from heat and drain any excess water.
In a food processor, combine the steamed cauliflower, sautéed garlic and butter, heavy cream, Parmesan cheese, salt, and pepper.
Blend until the mixture is smooth and creamy, stopping to scrape down the sides as needed.
Taste and adjust the seasoning with more salt and pepper if desired.
Transfer the mashed cauliflower to a serving bowl and top with chopped chives.
Serve hot and enjoy your creamy mashed cauliflower!
