Peel the potatoes and cut them into thin matchstick-like strips, approximately 3mm thick. Soak the potato strips in cold water for 5 minutes to remove excess starch, then drain and pat them dry with a kitchen towel.

Mince the garlic and slice the dried red chilies into small pieces. Chop the green onion into 2-inch sections, separating the white and green parts.

In a wok or a large skillet, heat 2 tablespoons of cooking oil over medium heat. Add the garlic, dried chilies, and the white parts of the green onion. Stir-fry for 30 seconds until fragrant.

Increase the heat to high and add the potato strips to the wok. Stir-fry for 3–5 minutes, stirring continuously, until the potatoes are slightly softened but still have a light crunch.

Add the soy sauce, rice vinegar, sugar, and salt to the potatoes. Stir well to coat the potatoes evenly with the seasoning and continue stir-frying for another 2 minutes.
