In a mixing bowl, combine 300g of all-purpose flour and 150ml of hot water. Mix well until a dough forms.

Knead the dough on a lightly floured surface for about 10 minutes until it becomes smooth and elastic. Cover it with a damp cloth and let it rest for 30 minutes.

While the dough rests, prepare the filling. Finely chop 100g of chives and mince 2 cloves of garlic and 1 tablespoon of ginger.

In another bowl, mix 250g of ground beef with the chopped chives, garlic, ginger, 2 tbsp of soy sauce, 1 tbsp of sesame oil, 1 tbsp of cornstarch, 1 tsp of sugar, 0.5 tsp of salt, and 0.25 tsp of black pepper. Mix until well combined and set aside.

After the dough has rested, divide it into four equal parts. Roll each part into a long log and cut each log into 12 pieces, resulting in 48 pieces.

Take each piece of dough and roll it into a small circle of about 7-8 cm in diameter. Ensure the edges are thinner than the center.

Place a teaspoon of the filling in the center of each circle. Fold the dough over the filling to create a half-moon shape, and pleat the edges to seal the dumpling tightly.

Prepare a steamer by lining it with parchment paper or lightly oiling the base. Arrange the dumplings in the steamer without overcrowding.

Steam the dumplings in batches over boiling water for about 12-15 minutes until the wrappers are translucent and the filling is cooked through.
