Season the brisket generously with salt and black pepper on all sides.

Preheat a large Dutch oven or heavy-bottomed pot over medium-high heat. Add 2 tablespoons of olive oil and sear the brisket until browned on all sides, about 4-5 minutes per side. Remove the brisket and set it aside.

Reduce heat to medium and add the remaining 1 tablespoon of olive oil. Dice the yellow onion, mince the garlic, and chop the carrots and celery. Add these vegetables to the pot, stirring frequently, and cook for 5-7 minutes until softened and lightly browned.

Meanwhile, prepare the caramelized pearl onions. Bring a pot of water to a boil and blanch the pearl onions for 2 minutes. Transfer them to an ice bath, then peel off the skins.

Heat 2 tablespoons of butter in a skillet over medium heat. Add the sugar and peeled pearl onions. Cook for 10-15 minutes, stirring occasionally, until the onions are golden brown and caramelized. Sprinkle with a pinch of salt and set aside.

Once the brisket is tender, remove it from the pot and tent with foil to keep warm. Strain the braising liquid into a bowl, discarding the solids, and return the liquid to the pot.
