Preheat the oven to 375°F (190°C).
In a mixing bowl, combine almond flour, tapioca starch, coconut milk, 1 tablespoon of olive oil, and sea salt. Mix until a dough forms. Set aside.
In a large skillet, heat the remaining 1 tablespoon of olive oil over medium heat. Add the onions and sauté until translucent, about 5 minutes.
Add the minced garlic, cumin, coriander, turmeric, and black pepper to the onions. Stir and cook for an additional 2 minutes until fragrant.
