In a large bowl, mix the millet flour with hot water a little at a time, stirring until it forms a firm, pliable dough. Adjust with more water or flour as needed to achieve a non-sticky texture.
Pinch small portions of the dough and roll them into bite-sized dumplings, about the size of a marble.
In a deep frying pan or pot, heat the cooking oil over medium heat until it reaches approximately 180°C (350°F).
Fry the bufuke in small batches until golden brown and crispy, about 3-4 minutes per batch. Remove with a slotted spoon and drain on paper towels.
For the sauce, thinly slice the onions and finely chop the tomatoes and garlic.
