Begin by preparing the dough: In a large bowl, combine whole wheat flour and 2 tablespoons of ghee. Add a pinch of salt and gradually add water to knead it into a firm yet pliable dough. Cover and let it rest for at least 20 minutes.
While the dough is resting, prepare the filling: In another bowl, mix sattu (roasted gram flour) with nigella seeds, carom seeds, cumin seeds, and a pinch of salt.
