Prepare the litti dough by mixing whole wheat flour with 1 teaspoon salt, carom seeds, and 2 tablespoons of ghee. Gradually add water and knead to form a soft, pliable dough. Set aside covered for 15-20 minutes.
For the stuffing, mix sattu, 2 tablespoons of mustard oil, nigella seeds, chopped green chili, grated ginger, a pinch of salt, and lemon juice. Mix well to form a crumbly mixture.
