In a large mixing bowl, combine the besan, rice flour, cumin seeds, red chili powder, black pepper powder, asafoetida, and salt. Mix thoroughly.

Add the hot cooking oil to the dry ingredients. Mix well until the mixture resembles bread crumbs.
