Heat the ghee in a heavy-bottomed pan on medium heat.
Add in the whole wheat flour and roast it on low heat, stirring continuously, until the flour turns golden brown and releases a nutty aroma. This usually takes about 10-12 minutes. Be careful not to burn it.
Meanwhile, in a small saucepan, add jaggery and milk. Heat on low and stir until the jaggery dissolves completely. Remove from heat and set aside.
In a blender, blend the pitted dates into a smooth paste using a little milk, if necessary.
Once the flour is roasted, add the date paste to the pan and mix well.
Add the dissolved jaggery and milk mixture to the flour and date mixture. Stir continuously to combine everything smoothly.
Add chopped almonds, cashews, cardamom powder, poppy seeds, saffron strands, and ginger powder to the mixture. Stir well on low heat for 8-10 minutes until the mixture thickens and starts leaving the sides of the pan.
Grease a square or rectangular dish with a little ghee. Pour the gudpak mixture into the dish and smooth the top with a spatula.
Let it cool slightly, then refrigerate for at least an hour until it sets.
Cut into squares or desired shapes and serve. Store in an airtight container in the refrigerator for up to a week.
