Heat the ghee in a heavy-bottomed pan on medium heat.

Add in the whole wheat flour and roast it on low heat, stirring continuously, until the flour turns golden brown and releases a nutty aroma. This usually takes about 10-12 minutes. Be careful not to burn it.

Meanwhile, in a small saucepan, add jaggery and milk. Heat on low and stir until the jaggery dissolves completely. Remove from heat and set aside.
