Slice the beef sirloin thinly across the grain and set aside.
In a small bowl, mix soy sauce, rice vinegar, sesame oil, grated fresh ginger, and minced garlic cloves to create the marinade.
Marinate the beef slices in the mixture for at least 15 minutes.
While the beef is marinating, thinly slice the red bell pepper, and peel and julienne the carrot. Chop the green onions into 1-inch pieces.
In a small bowl, whisk together cornstarch and water to form a slurry and set aside.
Heat 1 tablespoon of olive oil in a large skillet or wok over medium-high heat.
Add the marinated beef slices in batches and cook until browned, about 3-4 minutes per batch. Remove from the skillet and set aside.
In the same skillet, add the remaining tablespoon of olive oil. Add the chopped broccoli florets, red bell pepper, and julienned carrot. Stir-fry for about 4-5 minutes until they are tender-crisp.
Return the beef to the skillet and add the cornstarch slurry, stirring to coat.
Add the ground black pepper and mix well, allowing the sauce to thicken and coat all the ingredients evenly.
Finally, add the green onions and stir for an additional minute.
Serve the stir-fry hot on its own or over steamed rice or cauliflower rice for a lower-carb option.
