Preheat your grill to medium heat (approximately 375°F/190°C).
Peel the onions and slice off the tops, keeping the root end intact to hold the filling. Scoop out the inner layers of each onion with a spoon, leaving 3-4 outer layers intact to form a hollow shell. Reserve the onion scooped out for later use.
Chop the reserved onion layers finely and set aside 1/2 cup for the filling.
In a skillet, heat 1 tablespoon of olive oil over medium heat. Add the chopped onion and minced garlic, and cook until softened, about 3-4 minutes.
In a large bowl, combine the cooked onions and garlic, ground beef, breadcrumbs, Parmesan cheese, parsley, salt, and black pepper. Mix until well incorporated.
