In a medium saucepan, combine the heavy cream, whole milk, and granulated sugar. Split the vanilla bean down the middle and scrape out the seeds. Add both the seeds and the bean to the saucepan.

Heat the mixture over medium heat, stirring occasionally, until the sugar has dissolved and the edges begin to simmer. Remove the saucepan from heat and allow the mixture to steep for 15 minutes. Discard the vanilla bean.
