Peel and devein the shrimp, then finely chop them into a paste-like consistency.
Finely chop the water chestnuts and scallions.
In a large mixing bowl, combine the chopped shrimp, water chestnuts, scallions, grated ginger, soy sauce, sesame oil, cornstarch, white pepper, and egg white. Mix until well combined.
