Preheat your oven to 200Β°C (400Β°F) and line a baking sheet with parchment paper.
In a large bowl, combine the all-purpose flour, rolled oats, baking powder, salt, and black pepper (if using).
Add the cold, cubed butter to the dry ingredients. Using your fingers or a pastry cutter, work the butter into the mixture until it resembles coarse crumbs.
Stir in the shredded cheddar cheese and chopped chives until evenly distributed.
