Rinse the beef under cold water and place it in a large pot. Add 2 liters of water and bring it to a boil over medium heat. Skim off any foam that rises to the surface.

Reduce the heat to low, add bay leaves, and let the beef simmer for 60 minutes or until tender. Remove the beef from the pot and set it aside to cool slightly. Strain the broth and return it to the pot.
