Bring a large pot of salted water to a boil. Cook the penne pasta according to package instructions until al dente. Reserve 1 cup of pasta water, then drain the pasta and set aside.
In a large skillet, heat the olive oil and butter over medium heat until the butter is melted and bubbling.
Add the finely chopped onion and sauté for 5 minutes, or until softened and translucent.
Stir in the minced garlic and red pepper flakes, cooking for 1 minute, until fragrant.
Carefully pour in the vodka, stirring to combine. Allow it to simmer for 3–4 minutes to cook off the alcohol.
Add the crushed tomatoes, salt, and black pepper. Reduce the heat to low and let it simmer for 10 minutes, stirring occasionally.
Stir in the heavy cream and simmer for another 2–3 minutes, until the sauce becomes creamy and well combined.
