Cook the elbow macaroni in salted boiling water until al dente. Drain, toss with 1 tablespoon of olive oil, and set aside.
In a large skillet, heat 2 tablespoons of olive oil over medium heat. Sauté the chopped onion until softened, then add the garlic and sauté for 1 more minute.
Add the ground beef to the skillet and cook, breaking it apart with a wooden spoon, until browned.
Stir in the tomato paste, crushed tomatoes, cinnamon, nutmeg, oregano, salt, and black pepper. Simmer the mixture for 20 minutes until thickened. Remove from heat.
