Take the beef steaks out of the refrigerator and let them come to room temperature for about 10 minutes.
Season the steaks with sea salt, black pepper, garlic powder, and onion powder on both sides.
Heat 1 tablespoon of coconut oil in a large skillet over medium-high heat.
Place the steaks in the hot skillet and add the fresh rosemary. Cook for about 3-4 minutes on each side for medium-rare, or until your desired level of doneness.
Remove the steaks from the skillet and cover them with aluminum foil to rest while you prepare the eggs.
In the same skillet, add the remaining tablespoon of coconut oil.
Crack the eggs into the skillet and reduce the heat to medium. Cook the eggs until the whites are set but the yolks are still runny, about 3-4 minutes for sunny-side-up.
Halve the avocado, remove the pit, and scoop the flesh out with a spoon. Slice thinly.
Serve each steak topped with 2 fried eggs and a side of sliced avocado.
Garnish the dish with finely chopped fresh chives.
Serve immediately and enjoy your savory paleo breakfast!
