In a mixing bowl, combine semolina, all-purpose flour, and salt. Gradually add water and knead to form a firm dough. Cover and let it rest for 15 minutes.
After resting, knead the dough for another 3-4 minutes and roll it into small balls.
Heat oil in a deep pan for frying.
Roll each ball into a small circle, about 2 inches in diameter. Deep fry them in hot oil until they puff up and are golden brown. Remove and drain on paper towels.
