Rinse the flattened rice thoroughly in cold water, drain, and set aside.
In a pan over medium heat, add ghee and allow it to melt. Add the raisins and sauté until they puff up. Remove the raisins and set aside.
In the same pan, add the drained flattened rice and sauté for 2-3 minutes until they become light and dry.
Meanwhile, in a separate pot, bring the milk to a boil and then reduce the heat to low. Stir occasionally to prevent it from sticking to the pot.
Add the sautéed flattened rice to the boiling milk and cook on low heat for about 10 minutes, stirring occasionally until the rice softens.
In another small saucepan, combine jaggery and water. Heat until the jaggery dissolves completely. Strain the jaggery syrup to remove any impurities.
Add the jaggery syrup to the milk and rice mixture, stirring well to combine. Cook on low heat for another 5 minutes, allowing the flavors to blend.
Add cardamom powder and saffron strands to enhance the aroma and taste. Mix well and cook for an additional 2 minutes.
Finally, turn off the heat and garnish with the sautéed raisins.
