Finely slice the green onions and set aside a small portion for garnishing.
Julienne the carrot and bell pepper into thin strips.
Mince the garlic and grate the ginger.
In a large mixing bowl, beat the eggs until well combined.
Stir in the bean sprouts, sliced green onions, julienned carrot and bell pepper, minced garlic, grated ginger, low sodium soy sauce, sesame oil, and black pepper. Mix until all ingredients are fully incorporated.
Heat 1 tablespoon of cooking oil in a nonstick skillet over medium heat.
Pour a ladleful of the egg mixture into the pan to form a round patty, allowing it to cook for 3-4 minutes on one side until golden brown and firm.
Flip the patty over carefully and cook for an additional 2-3 minutes until the other side is also browned and cooked through.
Transfer the cooked Egg Foo Young patties to a plate and repeat with the remaining egg mixture, adding more oil as needed.
Serve the Egg Foo Young hot, topped with the reserved sliced green onions for a fresh garnish.
