Heat a clean, dry pan over medium heat and add the sesame seeds.
Dry roast the sesame seeds, stirring continuously, until they turn light golden and release a nutty aroma. This should take about 4-5 minutes.
Remove the sesame seeds from the pan and allow them to cool completely in a bowl.
In the same pan, add jaggery and water. Heat on low to medium heat until the jaggery melts completely, forming a smooth syrup. Stir occasionally to prevent sticking.
Once the jaggery syrup forms a one-string consistency (when a drop of syrup stretched between two fingers forms a single thread), turn off the heat.
Add the cardamom powder to the syrup and mix well.
Immediately add the roasted sesame seeds to the jaggery syrup and mix quickly to coat the seeds evenly.
Allow the mixture to cool slightly, just enough so it can be handled comfortably. Do not let it cool completely or it will harden.
Grease your palms with a tiny bit of water or oil and take small portions of the mixture. Shape them into small, round laddus.
Place the laddus on a plate or parchment paper and let them cool completely to set.
Store in an airtight container and enjoy within a week.
