Preheat oven to 375°F (190°C).
Scrub the clams thoroughly under cold water to remove any sand and dirt. Place them in a large pot with 1/4 cup of water. Cover, and steam over medium-high heat until clams open, about 5-7 minutes. Discard any clams that do not open.
Let clams cool slightly. Carefully remove clam meat from shells and chop finely. Save 12 half shells for stuffing.
In a medium bowl, mix chopped clam meat, breadcrumbs, ricotta cheese, diced celery, diced onion, minced garlic, lemon juice, chopped parsley, black pepper, paprika, and salt. Stir well until all ingredients are combined.
Arrange reserved clam shells on a baking sheet. Evenly distribute the mixture into each shell, pressing down gently to pack the stuffing.
