In a medium non-stick saucepan, combine the sweetened condensed milk, unsweetened cocoa powder, reduced-fat milk, light butter, vanilla extract, and salt.
Stir the mixture over medium heat with a wooden spoon until the cocoa is well incorporated and there are no lumps.
Continue cooking, stirring constantly, for about 10-15 minutes, or until the mixture thickens and starts to pull away from the sides of the pan.
The mixture should be thick enough that you can see the bottom of the pan for a few seconds when you scrape the spoon through it.
