In a large mixing bowl, take 200 grams of low carb sathumavu flour and add 1 teaspoon of salt.
Slowly sprinkle approximately 100 milliliters of water over the flour, little by little, while mixing with the other hand.
With your fingers, mix the flour to an even crumbly texture, ensuring it's moist enough to form lumps when pressed together but falls apart when crumbled.
Allow this mixture to rest for about 5 minutes to let the moisture distribute evenly.
Meanwhile, prepare the puttu maker by filling the base with water and allow it to come to a gentle boil.
Layer the puttu maker cylinder first with a thin layer of coconut shavings, approximately a tablespoon.
Fill the cylinder with the moistened sathumavu flour mixture until half filled, gently packing it down. Add another layer of coconut shavings, and then fill up with more sathumavu until filled to the top. Finish with another tablespoon of coconut on top.
Assemble the puttu maker and place it over the base with boiling water.
Steam the puttu for about 10-15 minutes or until you see steam escaping from the top through the holes.
Turn off the heat and let it cool for a minute before carefully disassembling the puttu maker.
Using a skewer or suitable tool, gently push the steamed puttu out from the cylindrical mold onto a plate.
Repeat the process with the remaining mixture. Serve the low carb sathumavu puttu warm with side dishes like coconut chutney or a curry of your choice.
