Preheat your oven to 180°C (350°F).
In a medium saucepan, heat olive oil over medium heat. Add the diced onion and sauté until soft and translucent, about 5 minutes.
Add ground beef to the saucepan and cook until browned, breaking it apart with a spoon.
Stir in the beef stock, tomato paste, Worcestershire sauce, salt, pepper, and garlic powder. Simmer for 10-15 minutes, until the mixture has thickened. Remove from heat and let cool.
To make the pastry, place the shredded mozzarella and cream cheese in a microwave-safe bowl. Microwave on high for 1 minute or until melted, stirring halfway.
Add the almond flour, baking powder, and one of the eggs to the melted cheese mixture. Mix until a dough forms.
Roll out the dough between two sheets of parchment paper to a thickness of about 3mm. Cut out circles using a round cookie cutter (about 9cm in diameter).

Fill each pastry case with the beef mixture.
Brush the edges of the pastry with melted butter.
Bake in the preheated oven for 20 minutes, until the pastry is golden brown.
Remove from the oven and let cool slightly before removing from the muffin tin.
