Finely chop the kimchi, green onions, and garlic cloves, and set them aside.

In a large mixing bowl, combine the ground beef, chopped kimchi, green onions, garlic, soy sauce, sesame oil, sugar, and black pepper. Mix thoroughly until all ingredients are well incorporated.
