Preheat your oven to 190°C (375°F).
Bring a large pot of salted water to a boil.
Add the cauliflower florets to the boiling water and cook for about 8-10 minutes until just tender. Drain and set aside.
In a medium saucepan, melt the butter over medium heat. Add the minced garlic and sauté until fragrant, about 1 minute.
Stir in the heavy cream and cream cheese, whisking continuously until the cream cheese melts and the mixture is smooth.
Add the shredded cheddar cheese and half of the Parmesan cheese, stirring until melted and fully combined. Season with salt and black pepper.
Add the cooked cauliflower to the cheese sauce and stir to coat completely.
