Wash and thoroughly dry the green beans. Trim the ends.
Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the green beans and stir-fry for 5-6 minutes until they are blistered and slightly charred. Remove them from the pan and set aside.
In the same skillet, heat the remaining 1 tablespoon of vegetable oil over medium heat. Add the minced garlic, ginger, Szechuan peppercorns, and dried red chilies. Stir-fry for 30 seconds to release the flavors, being careful not to burn the garlic.
In a small bowl, mix together soy sauce, rice vinegar, hoisin sauce, sugar, water, and cornstarch until smooth.
Pour the sauce mixture into the skillet and cook for 1-2 minutes, stirring constantly, until the sauce thickens.
