Heat 1 tablespoon of olive oil in a large pot or Dutch oven over medium-high heat.
Add the stew beef in batches and brown on all sides. Remove and set aside.
In the same pot, add the remaining tablespoon of olive oil.
Add the chopped onions and cook until they are translucent, about 5 minutes.
Stir in the minced garlic, sliced carrots, and sliced celery. Cook for another 5 minutes.
Add the sliced mushrooms and cook until they release their juices and begin to brown, about 7 minutes.
Return the browned beef to the pot. Stir in the low-sodium beef broth, tomato paste, Worcestershire sauce, dried thyme, dried rosemary, bay leaf, and black pepper.
Bring the stew to a boil, then reduce the heat to low, cover, and simmer for 1 hour.
Add the chopped red potatoes to the pot. Cover and continue to cook for an additional 30 to 45 minutes, or until the potatoes and beef are tender.
Discard the bay leaf. Stir in the chopped fresh parsley before serving.
