Preheat your oven to 200°C (390°F). Line a baking sheet with parchment paper.
In a large skillet over medium heat, add olive oil. Once heated, add chopped onions and minced garlic. Sauté until onions are translucent.
Add the ground beef to the skillet. Cook, stirring occasionally, until the beef is browned.
Stir in gluten-free breadcrumbs, salt, black pepper, paprika, and chopped parsley. Remove from heat and allow to cool slightly.
In a large bowl, mix gluten-free all-purpose flour and baking powder. Add the cold diced butter and use a pastry cutter or your hands to incorporate the butter into the flour until the mixture resembles coarse crumbs.
Pour in the milk and mix until a dough forms. If the dough is too sticky, add a little more gluten-free flour.
Transfer the dough to a floured surface and roll it out into a rectangle, approximately 30x20 cm.
Place the cooled meat mixture across the center of the dough rectangle. Carefully roll the dough over the meat mixture, sealing the edges and ends.
Transfer the roll to the prepared baking sheet with the seam side down.
Brush the top with the beaten egg for a golden finish.
Bake in the preheated oven for 35-40 minutes or until the crust is golden brown.
Allow to cool slightly before slicing the meat roll. Serve warm.
