In a large bowl, mix together the gluten-free all-purpose flour, xanthan gum, and 1 teaspoon of salt.
Gradually add the water and vegetable oil to the dry ingredients, stirring continuously until a smooth dough forms.
Knead the dough gently in the bowl for a few minutes, then cover and let it rest for 15 minutes at room temperature.
While the dough is resting, prepare the filling by combining the ground beef, finely chopped onion, remaining 0.5 teaspoon salt, black pepper, garlic powder, and chopped parsley in a separate bowl. Mix well until all the ingredients are evenly combined.
Divide the dough into four equal portions. Roll each portion into a thin circle about 20 cm in diameter on a lightly floured surface (using more gluten-free flour as needed).
Place about 1/4 of the beef mixture onto one side of a dough circle, leaving a small border. Fold the other half of the dough over the filling to cover it, pressing the edges firmly together to seal. Use a fork to crimp the edges.
Repeat the filling and sealing process with the remaining dough circles and beef mixture.
Heat the oil for frying in a deep skillet or saucepan over medium heat until it reaches 180°C (350°F).
Fry the chebureks one at a time, cooking each for about 3-4 minutes on each side or until golden brown and crispy.
Remove the chebureks from the oil and drain on paper towels to remove excess oil.
Serve hot and enjoy your gluten-free cheburek, crispy on the outside and juicy on the inside.
