Preheat your oven to 375°F (190°C).
In a large skillet over medium heat, add the olive oil. Add the diced onion and garlic, and sauté for about 3 minutes until the onion becomes translucent.
Add the ground beef to the skillet. Cook until it's browned and fully cooked, about 7 minutes, breaking it apart with a spatula as it cooks.
Stir in the diced red bell pepper, canned diced tomatoes (with liquid), canned green chilies, ground cumin, chili powder, salt, and black pepper. Cook the mixture for about 5 more minutes until heated through.
Spread 1/2 cup of the enchilada sauce over the bottom of a 9x13 inch baking dish.
Warm the gluten-free corn tortillas in the microwave for about 20-30 seconds to make them more pliable.
Spoon about 1/4 cup of the beef mixture onto each tortilla, and roll it up tightly. Place each enchilada seam-side down in the prepared baking dish.
Once all enchiladas are rolled and placed in the dish, pour the remaining enchilada sauce evenly over the top.
Sprinkle the shredded cheddar cheese over the enchiladas.
Cover the baking dish with aluminum foil and bake in the preheated oven for 20 minutes, then remove the foil and bake for an additional 10 minutes, or until the cheese is bubbly and starting to brown.
Remove from the oven and let cool for a few minutes. Garnish with chopped cilantro and serve warm.
