Prepare the sugar syrup by combining water, honey, and granulated sugar in a small saucepan over medium heat.
Bring to a boil, then reduce to a simmer and let cook for 5 minutes until slightly thickened.
Stir in lemon juice, and rosewater if using, then remove from heat and let cool completely.
In a bowl, mix the finely chopped nuts with 2 tablespoons of sugar and ground cinnamon. Set aside.
Take one phyllo dough sheet and lay it flat on a clean surface. Lightly brush the entire sheet with melted butter.
Sprinkle a thin line of the nut mixture along one edge of the phyllo sheet, about 1 inch from the edge.
Carefully roll the phyllo sheet tightly around the nut filling to form a long roll. Brush the outer surface with more melted butter.
Repeat the process with the remaining phyllo sheets and nut mixture.
Cut each roll into 2 or 3 smaller pieces, depending on your size preference.
Heat the vegetable oil in a deep frying pan to 175Β°C (350Β°F).
Fry the nut rolls in batches until golden brown and crispy, about 2-3 minutes each. Remove and drain on a paper towel-lined plate.
While still warm, dip the fried nut rolls into the cooled sugar syrup, ensuring they are well-coated.
