Preheat your oven to 160Β°C (320Β°F).
Heat 1 tablespoon of olive oil in a large ovenproof casserole dish over medium-high heat.
Season the diced lamb shoulder with half the salt and pepper, then brown in batches. Remove the lamb and set aside.
In the same dish, add the remaining olive oil and sautΓ© the onion, carrots, and celery for about 5 minutes until softened.
Stir in the garlic and cook for an additional 1 minute.
Reduce heat to medium, sprinkle the flour over the vegetables, and stir well to coat. Cook for 1-2 minutes to eliminate the raw flour taste.
Gradually pour in the red wine, scraping up any browned bits from the bottom of the pot. Let it simmer for 2-3 minutes.

Remove and discard the rosemary sprigs and bay leaves.
