Step 1: Heat a heavy-bottomed pan on medium heat. Add the sesame seeds and dry-roast them, stirring continuously, until they turn golden and aromatic. This should take about 5-7 minutes. Be careful not to burn them. Once roasted, remove the sesame seeds from the pan and set aside to cool in a bowl.

Step 2: In the same pan, add the jaggery and water. Cook on low to medium heat, stirring often, until the jaggery completely dissolves and begins to bubble. This will take approximately 3-4 minutes.
