In a large mixing bowl, combine gram flour, semolina (if using), turmeric powder, salt, and sugar. Mix well.
Gradually add water while whisking to create a smooth, lump-free batter.
Stir in ginger paste, green chili paste, and lemon juice. Mix well and let the batter rest for 10 minutes.
While the batter rests, prepare a steamer and grease a round or square steaming tray with a little oil.
Just before steaming, add Eno (or baking soda) to the batter and gently mix. The batter will become airy and light. Do not overmix.
Immediately pour the batter into the greased tray and place it in the steamer. Steam on medium heat for 15-20 minutes or until a toothpick inserted into the dhokla comes out clean.
Remove the tray from the steamer and let it cool for a few minutes before slicing the dhokla into squares or diamond-shaped pieces.
For tempering, heat oil in a small pan. Add mustard seeds and let them splutter. Add curry leaves and slit green chilies, sautΓ©ing briefly. Add 2 tablespoons of water to the tempering and immediately pour it over the sliced dhokla.
