In a large bowl, combine the all-purpose flour, instant yeast, sugar, and salt. Stir well to distribute the ingredients evenly.
In a separate microwavable bowl, mix the water and olive oil. Heat in the microwave for about 30-45 seconds until warm but not hot, around 110°F (43°C).
Gradually add the warm water and oil mixture to the dry ingredients. Stir with a wooden spoon until a dough begins to form.
Turn the dough out onto a floured surface and knead for about 5-7 minutes until the dough is smooth and elastic. If the dough is sticky, sprinkle a little more flour as needed.
Place the dough in a lightly oiled bowl, cover with a damp cloth, and let it rise in a warm place for about 1 hour, or until it has doubled in size.
Punch down the dough to release the air. Divide the dough into 12 equal pieces and shape each piece into a ball, placing them on a baking sheet lined with parchment paper or lightly greased.
Cover the shaped rolls with a cloth again and let them rise for another 30 minutes until about doubled in size.
Preheat your oven to 375°F (190°C).
In a small bowl, mix the garlic powder and nutritional yeast. Brush the tops of the rolls lightly with plant-based milk and sprinkle the garlic and yeast mixture evenly over the tops.
Bake the rolls in the preheated oven for about 15-20 minutes or until the tops are golden brown.
Remove from the oven and, if desired, brush them lightly with additional olive oil and sprinkle fresh parsley on top before serving warm.
