In a large mixing bowl, combine the ground pork or chicken with green onions, garlic, ginger, soy sauce, oyster sauce, Shaoxing wine, sesame oil, sugar, cornstarch, and white pepper. Mix thoroughly until well-combined.

Carefully place a few rolls into the hot oil, ensuring not to overcrowd the pan. Fry for 3–4 minutes, turning occasionally, until golden brown and crispy.

Remove the rolls from the oil with a slotted spoon and drain on a plate lined with paper towels. Repeat with the remaining rolls.
