In a large mixing bowl, combine the ground pork or chicken with green onions, garlic, ginger, soy sauce, oyster sauce, Shaoxing wine, sesame oil, sugar, cornstarch, and white pepper. Mix thoroughly until well-combined.
Lay a spring roll wrapper on a flat surface with one corner pointing toward you to form a diamond shape.
