Preheat your oven to 180°C (350°F) and line two baking sheets with parchment paper.
In a mixing bowl, sift together the flour, baking soda, salt, cinnamon, ginger, nutmeg, and cloves. Set aside.
In a separate large bowl, cream the butter and brown sugar together using an electric mixer or by hand until light and fluffy, about 2-3 minutes.
Add the golden syrup to the butter-sugar mixture and mix until combined.
Gradually add the dry ingredients to the wet ingredients while mixing on low speed or using a wooden spoon. The dough will begin to come together.
Add the milk, one tablespoon at a time, and knead lightly to form a soft but not sticky dough.
Lightly flour a clean surface and roll out the dough to about 5mm (1/4 inch) thickness.
