Rinse the flattened rice (aval/poha) under running water until clean, then drain thoroughly.

In a heavy-bottomed pan, heat 1 tablespoon of ghee over medium flame. Add the cashew nuts and fry until golden brown. Remove the cashew nuts and set aside.

In the same pan, add the raisins and fry until they puff up. Remove the raisins and set them aside with the cashew nuts.

Pour the remaining 1 tablespoon of ghee into the pan and add the drained flattened rice. Roast the aval on a low flame for about 3-5 minutes until it's fragrant. Be careful not to burn it.

In another saucepan, bring the milk to a boil over medium-high heat. Once it starts boiling, reduce the flame to medium and let it simmer for about 10 minutes, stirring occasionally.

Meanwhile, take a separate small saucepan, combine jaggery and water. Heat it until the jaggery dissolves completely. Strain to remove any impurities.

Add the roasted aval to the simmering milk, mix well, and let it cook for about 5-7 minutes until the aval softens and blends with the milk.

Stir in the jaggery syrup into the milk and aval mixture. Mix thoroughly and let it simmer for another 5 minutes.

Add the cardamom powder, fried cashew nuts, and raisins to the payasam, stir well.
