Rinse the corned beef brisket under cold running water to remove excess brine and set aside.
Peel and quarter the onion, and then peel and lightly crush the garlic cloves.
Place the corned beef brisket in a large pot or Dutch oven. Add 10 cups of cold water or enough to fully submerge the brisket.
Add the onion, garlic, whole black peppercorns, bay leaves, cloves, mustard seeds, and apple cider vinegar into the pot.
Bring the pot to a boil over high heat, then reduce the heat to low. Cover and let simmer gently for 3 hours, skimming off any foam that rises to the surface.
While the beef is simmering, peel and cut the carrots into 2-inch pieces, halve the potatoes, and core and quarter the cabbage.
After 3 hours of cooking, add the carrots and potatoes to the pot. Continue to simmer for 25-30 minutes, or until the vegetables start to become tender.
