Boil the potatoes until soft. Peel and mash them in a large bowl.
To the mashed potatoes, add chopped green chilies, grated ginger, coriander leaves, lemon juice, 1 teaspoon salt, and mix well.
In another bowl, sift together gram flour, turmeric powder, red chili powder, asafoetida, cumin seeds, and the remaining salt.
Gradually add water to the gram flour mixture to make a thick, smooth batter. It should be thick enough to coat the back of a spoon.
Heat oil in a deep pan over medium heat for frying.
